Tactical Civics Revisited – A Plan for American Renewal

We the People gave our consent to be governed provided the government obeyed the rules. Evil, however, never sleeps. Men and women with insatiable greed and a lust for power corrupted the rules for personal gain. As a result, We the People became servants of the government that the Constitution grants us the legal authority to control. Failing to revoke our consent to be governed, we are now servants of a tyranny of entitled bureaucrats, judges, representatives, and elected officials all bought and paid for and controlled by the wealthy elite. We the People are without voice, without power, and without sovereignty.

America is on a rapidly accelerating downward spiral toward economic and societal decline. That fact is undeniable. We are in the midst of a familiar pattern of a society’s birth, growth, maturation, corruption, failure, and destruction. It is a cycle of history that has been repeated continuously since the beginning of recorded time and an inevitable sequence of events that humanity never seems to remember or, even worse, humanity never learns from.

About 240 years ago, a group of God-fearing, moral, dedicated, wise, and visionary patriots created for our new country a system of government whose primary goal was to protect and secure the Natural Law Rights and sovereignty of its citizens. Limited powers were granted to the central government and a Bill of Rights clearly defined and preserved the supremacy of states and their citizens.

The centralization of power by the federal government would not have been possible if the original thirteen states had accepted the first article in the original Bill of Rights that required that each congressional district must contain no more than 50,000 people. George Washington’s presence at the Constitutional Convention was largely symbolic, but he spoke vigorously in support of local authority and limited central government.

This constitutional amendment, already ratified by eleven states, could become part of the Constitution if ratified by twenty-seven more. The result would be a shift of voting power to smaller less populous counties and towns whose voice is eclipsed by voting blocks in cities. The population of large urban areas will no longer be able to control our congressional elections and the Electoral College. Smaller congressional districts will make it affordable for average Americans to run for Congress as statesmen rather than be controlled by lobbyists of the wealthy global elite.

Reducing congressional district size to 50,000 persons will create a congress of about 6,500 representatives. Since no building in Washington, DC, can accommodate such an assembly, it will be necessary for congress to meet virtually via the internet. The elected representatives would live and work in their hometowns, directly accessible to their constituents. They could still work and maintain a business, and, as intended by our founders, be subject to the rules and laws they enacted just like their fellow citizens.

The ratification of the original first amendment (“Our First Right”) and the relocation of our representatives to their hometowns (“Bring Congress Home Act”) is part of the plan developed by Tactical Civics for the renewal of our Constitutional Republic. Many Americans have the desire and willingness to become part of the solution by formulating different potentially effective solutions. That means that multiple action plans are being developed at the same time in different locations that are in whole or in part the same.

Reaching a unified strategy requires a willingness to compromise followed by delicate negotiations under stressful or even precarious conditions. Egos, some large and intractable, must be left at the door. Even more important, however, is a willingness to act together with the singular purpose of restoring the Rule of Law and upholding the rights and freedoms of individuals as guaranteed by our Constitution.
